Decision 95/72

The Executive Committee decided:

1. To approve, in principle, stage I of the Kigali HFC implementation plan (KIP) for Senegal, for the period 2024–2029, to reduce HFC consumption by 20.5 per cent of the country’s baseline by 2029, in the amount of US $943,600, consisting of US $390,000, plus agency support costs of US $50,700, for UNEP, and US $470,000, plus agency support costs of US $32,900, for UNIDO, as reflected in the schedule contained in annex XLVII to the present document;
2. To note:
   1. The strong commitment of the Government of Senegal to support reductions in HFC consumption in advance of the Montreal Protocol targets;
   2. That the Government of Senegal would establish its starting point for sustained aggregate reductions in HFC consumption on the basis of the guidance provided by the Executive Committee;
   3. That, once the cost guidelines for HFC phase-down had been agreed by the Executive Committee, reductions from the country’s remaining HFC consumption eligible for funding would be determined in line with those guidelines;
   4. That the reductions from the country’s remaining HFC consumption eligible for funding referred to in subparagraph (b)(iii) above would be deducted from the starting point referred to in subparagraph (b)(ii);
   5. That an additional reduction of up to 324,937 carbon dioxide-equivalent tonnes associated with an adjustment to the HCFC component of the HFC baseline would be deducted from the starting point;
   6. That, upon completion of the end-user demonstration project in industrial refrigeration, included in stage I of the KIP, UNIDO would submit a final report on the implementation of the project, including the HFC phase-out and energy efficiency gains achieved, in line with decision 92/36(g);
3. To urge the Government of Senegal to submit revised Article 7 HCFC consumption data for the years 2009 and 2010 to the Ozone Secretariat;
4. To request UNEP and the Government of Senegal, in the event that the country’s HFC baseline were revised, to submit, for consideration by the Executive Committee, an updated Appendix 2-A of the future Agreement relating to the HFC consumption limits under the Montreal Protocol and HFC agreement targets for stage I of the KIP to include the revised figures for the maximum allowable consumption and remaining consumption eligible for funding;
5. To note the additional reduction referred to in subparagraph (b)(v) above would not be applied if the Article 7 HCFC consumption data for the years 2009 and 2010 were revised;
6. To approve the first tranche of stage I of the KIP for Senegal, and the corresponding tranche implementation plan, in the amount of US $326,265, consisting of US $168,000, plus agency support costs of US $21,840, for UNEP and US $127,500, plus agency support costs of US $8,925, for UNIDO; and
7. To request the Government of Senegal, UNEP, UNIDO and the Secretariat to finalize the draft Agreement between the Government of Senegal and the Executive Committee for the reduction in consumption of HFCs, including the information contained in the annex referred to in subparagraph (a) above, and to submit it to a future meeting once the KIP Agreement template had been approved by the Executive Committee.
