Decision 96/2

The Executive Committee decided:

1. To note:
   1. The report on balances and availability of resources contained in document UNEP/OzL.Pro/ExCom/96/4;
   2. That the net level of funds being returned by the implementing agencies at the 96th meeting was US $926,271, consisting of US $307,094, plus agency support costs of US $24,914, from UNDP; US $506,119, plus agency support costs of US $56,387, from UNEP; and US $29,457, plus agency support costs of US $2,300, from UNIDO;
   3. That UNDP held balances of US $102,335, including agency support costs, for three projects completed over two years previously;
   4. That UNIDO held balances of US $144,709, including agency support costs, for seven projects completed over two years previously, and US $1,424, including agency support costs, for one project completed “by decision of the Executive Committee”;
   5. That UNEP had returned at the 96th meeting the balances from the institutional strengthening project for South Africa (phase I) (SOA/SEV/94/INS/18), in the amount of US $500,000;
   6. That UNIDO had returned at the 96th meeting the balances from the HCFC phase out management plan for Chile (stage III, first tranche) (CHI/PHA/88/INV/205), in the amount of US $38,409, plus agency support costs of US $2,689;
2. To request UNDP and UNIDO:
   1. To proceed with disbursement or to cancel committed funds that were not needed for completed projects and to return the associated balances at the 97th meeting;
   2. To proceed with disbursement or to cancel commitments for the projects completed over two years previously and to return balances at the 97th meeting;
3. To request UNIDO to proceed with disbursement or return at the 97th meeting the balances of the project completed “by decision of the Executive Committee”;
4. To request the Treasurer:
   1. To transfer to UNIDO, at the 96th meeting, the funds, returned by UNEP, for the implementation of the institutional strengthening project for South Africa (phase I) (SOA/SEV/94/INS/18) referred to in subparagraph (a)(v), above, in the amount of US $500,000, plus agency support costs of US $35,000; and
   2. To transfer to UNDP, at the 96th meeting, the funds, returned by UNIDO, for the implementation of the HCFC phase-out management plan (stage III, first tranche) (CHI/PHA/88/INV/205) referred to in subparagraph (a)(vi), above, in the amount of US $38,409, plus agency support costs of US $2,689.
