Decision 98/4

The Executive Committee decided:

1. To note:
   1. The reports on implementation delays and the status reports submitted by bilateral and implementing agencies, contained in document UNEP/OzL.Pro/ExCom/98/6; 
   2. That bilateral and implementing agencies would report to the Executive Committee at the 99th meeting on 11 projects with implementation delays, as indicated in annex II to the present report, and on four projects recommended for additional status reports, as indicated in annex III to the present report, as part of the 2025 annual and financial progress report of the bilateral and implementing agencies;
2. To approve the recommendations on ongoing projects with specific issues listed in the last column of the table in annex III to the present report;
3. To cancel the following projects for Afghanistan and to request UNIDO to return the remaining balances to the 99th meeting: HCFC phase-out management plan (HPMP) (stage I, third tranche) (AFG/PHA/79/INV/22); HPMP (stage I, fourth tranche) (AFG/PHA/85/INV/28); HPMP (stage I, fourth tranche) (AFG/PHA/95/TAS/33); HPMP (stage II, first tranche) (AFG/PHA/85/INV/30); HPMP (stage II, first tranche) (AFG/PHA/95/TAS/34); extension of institutional strengthening project (phase X: 01/2022–12/2023) (AFG/SEV/95/INS/35); and preparation of a national inventory of banks of waste controlled substances and development of a national plan for management of those substances (decision 91/66) (AFG/DES/94/PRP/32); and
4. To cancel also the outstanding tranches approved in principle under stage II of the HPMP for Afghanistan.
